Why/How does a server show as having 1 person.. but there is no one there?

i.e.   the server says 1.   I join.  but there is no one there.

I checked back repeatedly and there was no one. 

It wasn't just that the player had left...  this server  constantly shows 1 present. but no one is there.

 

The server count lies.
